FTA emergency-preparedness guidance says drills should test plans, procedures, communications and equipment. It also calls for a critique or debrief that reviews monitor reports, gathers participant observations and assesses remedial action.
Start with observable objectives
Before the drill, identify what it must prove. Place monitors where they can see those actions. Record time, words, sequence and equipment performance rather than general impressions.
Turn every finding into a closed loop
Oceans Transit recommends five fields: observed condition, expected standard, corrective action and owner, due date and closure evidence, and retest method. This is Oceans Transit guidance, not an FTA mandate. A revised document is not closure until the change is communicated, trained and retested.
Debrief everyone who saw the system differently
Controllers, operators, supervisors, maintenance staff, first responders and passengers each see a different part of the event. A credible drill makes failure safe to observe, specific enough to assign and important enough to close.
